It may be open to argument that other

should equitably share in the benefit
of this payment. This is, however, not
a matter on which the Colonial Office

Treasury and the Service Departments

should be observed that Hong Kong
makes a contribution for the defence
of the Colony and not, so far as the
terms of legislation go, a contribution
